WhatsApp Template Categories: Marketing, Utility, Authentication and Why Meta Changes Yours

Quick answer

Every WhatsApp template is marketing, utility or authentication, and the category sets what Meta charges. Meta checks your choice against the content and can set a different one. A utility template that carries a promotion is treated as marketing, and Meta gives one day's notice before it changes a template it judges to be marketing.

Note

We opened Meta's pages linked under Sources on 4 November 2026. None shows a publication date, so we cannot say how recently each changed. Meta edits these rules often; check the live page before you submit a template. MAJ Leads has no customer results on this topic and none are claimed.

What are the three WhatsApp template categories?

Meta's categories (template guidelines page, read 4 November 2026)
CategoryWhat Meta says it is forExamples for a lead business
MarketingA wide range of goals: awareness, sales, retargeting and customer relationship messages. The most flexible category. An offer, an event invitation, a reminder to come back, a new listing.
UtilityFollowing up on a user's action or request. It must be non-promotional and specific to the user or requested by them, or essential, such as for safety.A confirmation that their enquiry arrived, a booking confirmation, a viewing reminder they asked for.
AuthenticationVerifying a user's identity, usually with a one-time passcode. It needs a Template Library template and a one-time-password button, with no URLs, media or emojis.A login code. Marketing and utility templates cannot send one-time passcodes.

Messages inside a customer's 24-hour service window need no template at all. The pricing updates page says that window opens when a user messages or calls the business and resets each time they write again. Templates matter when you write first or the window has closed. For the window itself see the 24-hour window guide.

Why does Meta change my template's category?

Meta's template guidelines say WhatsApp checks the category you pick against the template's content. If it disagrees, a utility template may be approved as marketing. The page names two triggers:

  • Mixed content. A template that combines utility and marketing content is classified as marketing. Meta's examples are an order update with a promotion and a feedback survey with promotional content.
  • Vague content. A template with unclear content, such as only a placeholder or the word "Congratulations!", is classified as marketing.

The page also says that since 1 July 2024 a recurring process finds approved templates that belong in a different category and updates them. So a template can be approved in one category and moved later without you resubmitting anything.

What notice and appeal do you get?

What happens on a change (Meta template guidelines page, read 4 November 2026)
SituationWhat Meta says happens
Utility template that should be marketingOne day's advance notice, then the category changes to marketing. The template stays approved.
You were warned for category misuseNo notice. The change takes effect immediately (from 16 April 2025).
Marketing or utility template that should be authenticationAdvance notice, then the template is set to rejected on the first day of the following month. These cannot be reviewed; move to a Template Library template beforehand.
You disagreeRequest a category review in WhatsApp Manager, under Business Support, Template Category Updates. You generally have 60 days from creation or from the category update.
Review resultIf a utility-to-marketing change is approved on review, the category stays as it was. If rejected, it changes as notified.

Repeated misclassification of marketing as utility draws escalating measures, according to the same page: a warning, then rate limits on utility messages for at least 7 days, then suspension of utility template creation and review for 7 days or 30 for repeat violations, then portfolio-wide restrictions for 30 days. Do not label a promotion as utility to save money. It can end with the whole number restricted.

What does the category cost you?

Meta's template overview says categories affect pricing. The pricing updates page lists changes effective 1 October 2026: marketing rates rose in seven markets including the UAE (the page gives the direction, not the amount), and utility messages sent inside an open service window, free since 1 July 2025, are now billed per message. A utility, marketing, authentication or service reply inside a free entry point window from a Click to WhatsApp ad is not charged. The amounts and the UAE rate card are in our WhatsApp Business API pricing guide, which read the rate card.

What do template statuses and quality ratings mean?

The template overview says a template must be approved before you send it. Review can take up to 24 hours. A rejected template broke a policy or failed review. Meta rates approved templates on usage, customer feedback and engagement: high quality has little negative feedback, medium and low show negative feedback or low read rates and risk a pause. A paused or disabled template cannot be sent. Pausing follows recurring negative feedback or low read rates, and disabling follows recurring negative feedback. Webhooks report status and category changes, so log them instead of finding out when a send fails.

How do you write a template that keeps its category?

Practice. These are our habits from reading Meta's text, not a guarantee of any category, because Meta decides.

  1. One job per template. A confirmation is a confirmation. Put the offer in a separate marketing template.
  2. Tie it to the person's action. Name what they did: the enquiry, the booking, the viewing they asked for.
  3. Leave out promotional words such as discounts, limited time and free, and links to a sales page, in anything you submit as utility.
  4. Write real content. A body that is mostly placeholders reads as vague and lands in marketing.
  5. Accept marketing when it is marketing. If the message invites someone back or sells, submit it as marketing and keep the opt-in proof. See WhatsApp opt-in.
  6. Watch the webhook. Meta reports category changes by webhook. Record each one and recheck your cost per message.

Where does MAJ Leads fit?

WhatsApp auto-reply in MAJ Leads is rolling out. Once Meta approves your number, each new lead gets a short reply from your company number within two minutes, inside your company hours, unless your team has already called. A reply to a person who just enquired follows up on their own action, which is the situation Meta's utility definition describes. Meta still assigns the category and we do not promise one. WhatsApp broadcast is coming soon; an offer to many people is marketing content, so expect the marketing category and the opt-in duty that goes with it. The limits for those sends are in WhatsApp broadcast rules and limits.

Frequently asked questions

What are the WhatsApp template categories?
Marketing, utility and authentication. Marketing covers promotions and relationship messages, utility follows up on a user's action or request without promotion, and authentication verifies identity with a one-time passcode.
Why did Meta change my utility template to marketing?
Meta checks content against category. A template that mixes in promotion, or has unclear content such as only a placeholder, is classified as marketing. It gives one day's notice and the template stays approved.
Can I appeal a WhatsApp category change?
Yes, in WhatsApp Manager under Business Support, Template Category Updates, generally within 60 days of creation or the change. Templates moved to authentication and rejected cannot be reviewed.
Does the template category change the price?
Yes. Meta says categories affect pricing, and marketing messages are priced differently from utility and authentication. For UAE amounts see our WhatsApp Business API pricing guide.
Do I need a template to reply to a lead on WhatsApp?
Not inside the 24-hour service window, which opens when the person messages you. Outside it, or when you write first, you need an approved template.
