WhatsApp Business API Pricing in 2026: Per-Message Rates for the UAE and the 1 October 2026 Change
Quick answer
Meta charges WhatsApp Business API messages one by one, by category and by the recipient's country, and only when they are delivered. On Meta's rate card effective 1 October 2026, a UAE marketing message costs AED 0.2115, a utility message AED 0.0576, and a service reply AED 0.0576 after 1,000 free a month per number.
Legal caveat
How does WhatsApp Business API pricing work in 2026?
Since 1 July 2025 Meta bills per message. It replaced conversation-based pricing, which its pricing page now calls deprecated. Meta charges only for delivered messages that a business sends to a person, and the rate depends on the message category and the recipient's country calling code. Messages from a person to a business are not charged.
There are two groups. Template messages, which you must use outside a customer's 24-hour service window, come in three categories: marketing, utility and authentication. Non-template replies sent inside the 24-hour window are service messages. Since 1 July 2026 there is also a "Meta Business Agent" category for Meta's own AI agent, charged per token at USD 2.00 per million tokens. It is not part of ordinary template or reply traffic, so this page leaves it out of the worked examples. For which template belongs in which category, see Meta's template guidelines, covered in our post on the 24-hour window and templates.
What does the WhatsApp API cost per message in the UAE?
| Message type | AED per message | USD per message | Notes |
|---|---|---|---|
| Marketing | 0.2115 | 0.0576 | Applies across the Cloud API and Meta's Marketing Messages Lite API |
| Utility | 0.0576 | 0.0157 | Template tied to a customer's order, account or request. Volume tiers apply |
| Authentication | 0.0576 | 0.0157 | One-time passcode templates. Volume tiers apply |
| Authentication-international | 0.1872 | 0.051 | A separate rate Meta lists for the UAE |
| Service (free-form reply in the 24-hour window) | 0.0576 | 0.0157 | The first 1,000 each month per business phone number are free |
Two details change what you pay. First, currency: Meta launched AED billing on 1 April 2026, and its pricing page says that once a currency is chosen for a messaging account it cannot be changed, except through its Currency Migration APIs. Second, volume tiers: they apply only to utility and authentication messages, are counted per market and category across every messaging account in your business portfolio, count only charged messages, reset monthly, and are set by Meta. The page does not list the tier thresholds in its text. They sit in the "volume tiers" workbooks linked from it.
What changed on 1 October 2026?
- Service messages became chargeable. They had been free since 1 November 2024. Each business phone number now has a free tier of 1,000 delivered service messages a month. Unused messages do not roll over, and the tier resets at 12am in the messaging account's timezone.
- Utility messages inside an open service window became chargeable. They had been free since 1 July 2025. In Meta's webhook, the pricing type for them changes from free_customer_service to regular.
- The UAE marketing rate went up. Meta lists the UAE among seven markets with a marketing increase on this date. The text we read does not give the old UAE figure, so this page does not state the size of the rise. Meta had already raised the UAE marketing rate on 1 October 2025.
- Payment method. Meta says businesses without a payment method on file by 30 September 2026 risk service messages stopping once they became chargeable.
- Other markets. Forty rates were updated. Nine markets, including Kuwait and Oman, moved from regional rates to standalone ones, and nine markets got new authentication-international rates.
Which WhatsApp API messages are still free?
- Any message a person sends to your business.
- The first 1,000 service messages a month per phone number (see above).
- Everything inside a free entry point window. When a person messages you from a Click to WhatsApp ad on the Android or iOS app, Meta's developer documentation says marketing, utility, authentication and service messages sent inside the window are not charged. It also says the window may stay open for up to 7 days. Desktop and web apps are not supported for this.
Note
What does a month of lead follow-up cost on WhatsApp? A worked example
This is arithmetic on Meta's published UAE rates, not a bill from a MAJ Leads customer. It counts delivered messages only and leaves out any fee a software provider adds on top.
| What was sent | Count | Rate (AED) | Charged messages | Cost (AED) |
|---|---|---|---|---|
| Free-form replies to people who wrote first (service) | 1,500 | 0.0576 | 500 (first 1,000 free) | 28.80 |
| Appointment reminder templates (utility) | 300 | 0.0576 | 300 | 17.28 |
| Promotional offer templates (marketing) | 200 | 0.2115 | 200 | 42.30 |
| Total | 88.38 |
The lesson is in the last two rows. A marketing template costs about 3.7 times a utility template in the UAE (0.2115 divided by 0.0576), so the category Meta assigns to your template matters more than the volume. Meta can move a template to marketing if its content is promotional, as our post on broadcast rules and limits explains.
Is Meta's per-message rate the whole WhatsApp API bill?
No. These are Meta's charges for the messages. Anyone who connects you, such as a Business Solution Provider, may add a monthly fee or a per-message markup, which is why the same traffic can cost different amounts through different providers. Our post on the Cloud API versus a BSP covers what you pay for in each case.
What does MAJ Leads send over WhatsApp?
Once a company's own WhatsApp Business number is connected, MAJ Leads sends an opt-in acknowledgement to a lead who arrives after hours and delivers each call due now to the assigned rep on WhatsApp. These are replies tied to one person's own enquiry and alerts to the company's own staff, not promotions. We have no customer message bills to show, so every price on this page is Meta's. For what MAJ Leads itself costs, see pricing, and for how the follow-up works, how it works.
