WhatsApp Broadcast Rules and Limits in 2026: Broadcast Lists, API Messaging Tiers and Quality Ratings
Quick answer
WhatsApp's help article says a broadcast list holds up to 256 contacts, and only people who saved your number receive it. On the Business API there are no lists: you send approved templates to opted-in people, within a messaging limit that starts at 250 unique people in a moving 24 hours and rises through 2,000, 10,000 and 100,000 to unlimited.
Note
What is a WhatsApp broadcast, and how is it different from a group?
Rule. WhatsApp's help article on broadcast lists describes a broadcast list as a saved list of contacts you can message repeatedly. Each recipient gets the message as an individual chat from you, and their reply comes back to you alone, not to the rest of the list. A group is different: everyone can see and answer everyone. The article says that if you want people to take part in a conversation, you should create a group.
What is the WhatsApp broadcast limit for a broadcast list?
- Rule: up to 256 contacts in each broadcast list, and you can create as many lists as you like.
- Rule: every contact in the list must have saved your number in their address book. The article says only people who have added you to their phone's contacts receive the message.
- Rule: broadcast lists are not supported on Windows, Mac or the web app.
- Rule: the article opens with a notice that people in some countries might see a monthly broadcast limit, rolling out gradually. It does not say which countries or what the limit is.
The 256 figure comes from the general broadcast-list article, which does not say whether the Business app has a different cap. For a UAE business the saved-number rule is the one that bites: a list of leads who never saved your number reaches only the ones who did.
What are the WhatsApp Business API messaging limits?
The API has no broadcast list. You send a template message to each person, and Meta's messaging limits page caps how many different people you may message outside a customer service window in a moving 24-hour period. The limit is set at the business portfolio level and shared by every phone number in the portfolio, so one busy number can use up the allowance of the rest.
| Tier | Unique people per moving 24 hours | How you reach it |
|---|---|---|
| Starting tier | 250 | Where new business portfolios start |
| Tier 2 | 2,000 | Verify your business, or have your partner verify it, or send 2,000 delivered messages to unique numbers outside service windows within 30 days using high-quality templates. Meta then reviews your message quality |
| Tier 3 | 10,000 | Automatic scaling |
| Tier 4 | 100,000 | Automatic scaling |
| Unlimited | No cap | Reached only through automatic scaling |
Rule. Automatic scaling needs two things at once: high-quality messages across all your phone numbers and templates, and use of at least half of your current limit in the last 7 days. When both are true, Meta raises the limit by one level within 6 hours. Meta's page does not say whether the limit counts only marketing templates or every template category, so do not assume.
What is the WhatsApp quality rating, and what happens when it drops?
Rule. Meta rates each template, not just each sender. Its template quality page lists GREEN (high), YELLOW (medium), RED (low) and UNKNOWN (score pending), and says new templates start as UNKNOWN. The main drivers of a lower rating are negative feedback from multiple WhatsApp users and low read rates. A YELLOW or RED template can still be sent, but it is in danger of being paused or disabled.
Rule. Pausing is the automatic hold. A template that reaches the lowest rating is paused for 3 hours the first time, 6 hours the second time and disabled the third time. Sends of a paused template are rejected by the API and are not charged or counted against your messaging limit. The phone number is not immediately affected and your other high-quality templates keep sending, though consistently low-quality templates may eventually affect the number.
Rule. Beyond templates, Meta's enforcement page describes escalating restrictions for repeated violations such as spam: a warning first, then blocks of 1 or 3 days on sending templates, blocks of 5, 7 or 30 days on sending any messages, an indefinite account lock that only an appeal can remove, and permanent disablement. The page gives no numeric threshold of blocks or reports that triggers any step, and the WhatsApp Business Messaging Policy (last updated 23 September 2026 on the page) says feedback from users who block or report you can lead WhatsApp to limit how many messages you can send.
Is there a limit on how many marketing messages one person receives?
Rule. Yes, and it is not published as a number. Meta's per-user marketing template limits page says WhatsApp may cap how many marketing templates a person receives from any business, based on that person's recent marketing read rate and how many messages they have from friends, family and businesses. Every delivered marketing template counts. If the person replies, a 24-hour service window opens and messages sent inside it do not count. A message blocked by the limit fails with error 131049, and Meta says to wait at least 24 hours before resending, because quick retries can make more attempts to that person unavailable for up to 24 hours.
Rule. The same page says WhatsApp does not currently deliver marketing templates to users with US phone numbers (+1 and a US area code). If your list has American numbers, those sends will fail.
What does WhatsApp's policy require before you broadcast?
- Rule, opt-in: you may contact people only if they gave you their number and opted in to receive messages from you. The policy says you are solely responsible for your opt-in method and for complying with applicable law. Meta's opt-in page says the opt-in must clearly name your business and state that the person is agreeing to hear from it. Our post on WhatsApp opt-in covers what counts and how to log it.
- Rule, templates: outside the 24-hour service window only approved templates may be sent, each used only for its designated purpose, and WhatsApp can review, pause or reject templates at any time.
- Rule, category: Meta's template guidelines say a promotional message in a utility template can be re-categorised as marketing, and repeated miscategorisation can lead to rate limits or to all your utility templates being treated as marketing.
- Rule, opt-out: you must respect requests to block, stop or opt out, including removing the person from your contacts. The policy says best practice is a clear opt-out instruction.
- Rule, scale: the policy says messaging people at scale in an unauthorised manner can lead to removal of access. It gives no numeric limit for bulk messages.
Marketing templates are also the most expensive category. Our post on WhatsApp API pricing in 2026 gives the UAE rate, which Meta's pricing page lists as per delivered message.
How do you send a WhatsApp broadcast without getting limited?
Practice, not Meta's rule. Meta publishes no safe volume, so these are habits that follow from the rules above.
- Send only to numbers with a logged opt-in that names your business, and keep the log.
- Put a plain opt-out line in every promotional message, and act on a reply the same day.
- Start with the people who engaged most recently. Read rate and negative feedback are the signals Meta says drive template quality and per-person limits.
- Watch the template quality rating after each send. A YELLOW rating is the warning, since Meta says it can still send but may soon be paused.
- Do not resend failures at once. Meta says to wait at least 24 hours after error 131049.
- Keep utility templates genuinely transactional so they are not re-categorised.
Does MAJ Leads send WhatsApp broadcasts?
No. The WhatsApp messages MAJ Leads sends, once a company's own number is connected, are an opt-in acknowledgement to a lead who arrives after hours and an alert to the assigned rep. Each one is tied to a single enquiry. We wrote this page because "whatsapp broadcast" is the largest WhatsApp search in our Google Keyword Planner run of 3 November 2026, and because the limits above also shape one-to-one follow-up at volume. For where a lead-management system fits against a bot, see WhatsApp bot or lead management system, and for the follow-up flow, how it works.
