What does "AI lead generation" actually mean in Dubai?
Search the phrase and most of what comes back is list-selling with a new label: a scraped or purchased set of contacts handed over as a spreadsheet. Sourcing is a real service, but it is not the part of the funnel that decides revenue. That part is who calls the lead, how quickly, and whether the call turns into a meeting.
When we say AI lead generation, we mean the second part. An outbound voice agent works the list you already have, or the enquiries you are already paying for, and does the dialling, qualifying and booking that a sales team never gets to fast enough. That is the model behind our AI lead generation service for Dubai, and this post is the mechanism underneath it, step by step, so you can judge it against whatever else you are being pitched.
One honesty note before the mechanics. MAJ Leads does not sell lead lists. If your problem is that you have nobody to call, an outbound agent will not fix that. If your problem is that leads sit uncalled for hours or days, it will.
Where do the leads come from in the first place?
The agent is source-agnostic. In practice, the Dubai deployments we build pull from a small set of feeds:
- Property portal enquiries. A Property Finder or Bayut enquiry arrives by email or webhook with the listing reference and the enquirer's number attached.
- Google and Meta lead forms. The form fill lands with its campaign, ad set and click identifiers, so the agent opens the call already knowing what the person asked about.
- Your own website forms. Contact and booking forms, with UTM parameters preserved on the record.
- The CRM backlog. Leads that came in weeks ago and never got a second call. This is often the highest-value feed on day one, because the sourcing cost has already been paid.
- A cold list. Permitted under UAE rules only with the controls described below. Cold traffic behaves very differently from warm enquiries; the benchmark later in this post mixes both.
Whatever the source, the lead enters one queue with one attribution record. The connection runs through Make.com, the integration layer on every MAJ Leads build, which is why a portal enquiry and an ad form can trigger the same call script.
What happens in the first minute after a lead lands?
This is the part a list vendor never has to think about and a voice-agent vendor has to get right every time:
- Trigger. The new record fires a webhook into the dialler. No human notices anything, which is the point.

- Calling-window check. Cabinet Resolution 56 of 2024 permits marketing calls only from 09:00 to 18:00. A lead that arrives at 21:00 is queued for the next permitted window, not dialled. The scheduler refuses, so the rule cannot be broken by a tired rep or a misconfigured campaign.
- Client rules. Working days, a narrower calling window if the client wants one, and the client's own do-not-call list (people who asked that business specifically not to call again, which is separate from the national registry).
- Dial. From a UAE local number registered to the client's trade licence, because Article 4(3) of the same resolution requires it.

How does the voice agent qualify a lead without reading a script?
The agent opens with the business name and the reason for the call, then the recording disclosure, then Article 5(7)'s question: does the person want to continue? Only after a yes does the marketing conversation start. That order is not a stylistic choice; it is how the resolution is written.
Qualification itself is a set of criteria defined during setup, not a checklist read aloud. For a brokerage that is typically budget range, timeline and financing status. For a B2B seller it is company size, use case and whether the person can make the decision. The agent asks these in whatever order the conversation allows, follows up when an answer is vague, and scores the lead against the thresholds as it goes. A lead that clears them is booked on the call or flagged hot for a closer. A lead that does not is still logged with the transcript and the stated reason, because "not now" is useful data about what a source is producing.
If the person asks whether they are talking to an AI, the agent says yes and offers a human. How does the agent book the meeting on the call?
When the lead qualifies and wants to move, the agent checks a live calendar during the conversation, offers real slots, confirms one, and sends a WhatsApp confirmation while the person is still on the line. Then the handoff. The qualified lead, the full transcript, the qualification answers and the source attribution are pushed into the client's existing CRM. The CRM stays the system of record. The agent is the layer in front of it that makes sure a record arrives with a real conversation attached rather than a name and a number that nobody called.

Three things in that table shape how we configure every Dubai campaign. First, the decay between a first and second attempt (53.7% down to 31.9%) argues for calling fast rather than calling often, which is also what Article 5(5) of the resolution requires: no more than one callback a day and two a week after a no-answer. Second, 7.0% of connected calls becoming a booked meeting is the honest planning figure; the 15.9% of real conversations is the number that improves with better qualification criteria. Third, timing. The 12:00 to 16:00 block connected at 50.6% (340 of 672) against 44.5% (157 of 353) for 09:00 to 11:00, and Wednesday was the best day at 54.1% (159 of 294). The "call first thing" advice did not survive contact with the data.
Which UAE rules apply to outbound AI calls?
Cabinet Resolution No. 56 of 2024 is the operative text and it explicitly permits automated systems. Article 5(6): "Automated communication systems may be used for marketing, advertising and promoting the products or services provided by the Company in accordance with the provisions of this resolution." Every other control in the resolution still applies to the AI exactly as it would to a person. The ones that shape an outbound campaign:

- What are your own connect and booking rates, with the sample size and period? A vendor without numbers is asking you to run the experiment for them.
