Your Don't-Call List vs the DNCR: What the LMS Checks and What You Must
Quick answer
Your don't-call list holds people who told your business to stop. The DNCR is TDRA's national register of people who refuse marketing calls from anyone. MAJ Leads enforces your list: a STOP on WhatsApp or a Not interested outcome ends follow-up for good. Screening against the DNCR stays with your licensed telecom operator.
What is the difference between your don't-call list and the DNCR?
They start from different people. Your don't-call list is built by your own contacts: someone enquired, you followed up, and they told you to stop. It belongs to your business and covers only your business. The DNCR is national. Cabinet Resolution No. 56 of 2024 defines it in Art. 1 as "the unified national registry supervised by TDRA to protect Consumers from unwanted Marketing Phone Calls." A person registers once and the register applies to every company making marketing calls.
| Your don't-call list | The DNCR | |
|---|---|---|
| Who puts a number on it | The contact, by telling your business to stop | The consumer, by registering with the national register |
| Who runs it | Your business | TDRA |
| Which calls it covers | Anything your business sends that person | Marketing calls from any company |
| Where you check it | In your own systems, before every contact | Through your licensed telecom operator |
| What happens if you ignore it | A broken promise to a customer, and Art. 5(4) if they refused on the call | A fine under Res. 57/2024, Table 1 Row 4 |
The DNCR has been active since September 2022, according to Virgin Mobile UAE's consumer page, and consumers register by sending an SMS of their own number to the short code 1012. The exact steps vary slightly by operator, so point customers to their own operator's page rather than repeating instructions. Our complete guide to the UAE DNCR covers registration, screening and complaints in detail.
What does Resolution 56 say about each list?
For the DNCR the instruction is direct. Art. 4(5): "Do not call for marketing products or services to Consumers whose numbers are listed on the DNCR." Art. 6(5) gives the consumer the other half: they "may register in the DNCR to suspend receiving Marketing Phone Calls and file complaints about them." The penalty for calling a listed number sits in Table 1 of Cabinet Resolution No. 57 of 2024: AED 50,000 for a first violation, AED 75,000 for a second and AED 150,000 for a third.
Your own list is covered by the call-conduct rules rather than by name. Art. 5(4): "Do not call the Consumer back if he rejects the product or service on the first call." That is the legal backbone of a don't-call list. A person who said no on the phone has, in effect, put themselves on it. The full set of fines is in our UAE telemarketing penalty table.
What does MAJ Leads check before it puts a lead in front of a rep?
MAJ Leads keeps one don't-call list per workspace, and every route that could put a person back in front of a rep checks it. These are the points where the list is enforced:
- A STOP on WhatsApp is saved before anything else happens. When a lead replies STOP, unsubscribe or an Arabic equivalent such as توقف or ايقاف, the number goes onto your list before the system even acknowledges the message, so a dropped connection cannot lose it. The lead is marked as a hard refusal and no automatic reply is sent.
- Short messages are read generously, long ones go to a person. A short reply like "stop that" counts as an opt-out. A long message that mentions stopping is treated as a complaint and passed to your team to read, rather than guessed at either way.
- Not interested ends the cadence. When a rep logs Not interested, no further attempt is scheduled and any pending reminders for that lead are closed. That is Art. 5(4) built into the outcome button.
- A refused lead who submits a new form is not reopened. Normally a lead who enquires again gets a fresh first attempt. A lead on your don't-call list, or one marked as a refusal, is skipped instead.
- Imported lists are checked on the way in. When you upload a spreadsheet of past contacts, each number is checked against your list. Matches are counted as blocked in the import summary and kept off the "worth a WhatsApp this week" shortlist.
- Review requests skip opted-out people. After a won deal, the review ask is never sent to anyone on your list or marked as a refusal.
Tip
What does the LMS not do for you?
It is not your DNCR check. Res. 56 places that duty on the company making marketing calls, and in practice screening runs through your telecom operator. There is no single public TDRA look-up tool; operators provide business-side access instead, for example du's enterprise DNCR portal, and an operator API for connecting a PBX or CRM. If your team makes marketing calls to numbers that did not come from an enquiry, that screening has to happen before those numbers reach anyone.
MAJ Leads is built for the opposite case: following up people who asked you to contact them, through a form, an ad or a WhatsApp message. Whether a follow-up call to someone who enquired counts as a marketing call under the resolution depends on your business and what is said on the call, which is a question for your legal team, not for software. What the LMS can promise is narrower and checkable: once a person tells your business to stop, it will not hand them back to a rep.
Legal caveat
How do you keep the two lists from drifting apart?
Three habits cover most of it. First, make the opt-out a tap, not a note: a rep who hears "please don't call me again" logs Not interested on the spot instead of writing it in a comment nobody reads. Second, keep enquiry leads and bought or cold lists apart. Leads that came to you belong in the LMS; anything else needs DNCR screening through your operator before it goes anywhere. Third, connect WhatsApp through the official Cloud API, so STOP replies arrive in the system rather than on a rep's personal phone. Our WhatsApp CRM page for Dubai businesses explains that setup.
The opt-out should also survive the cadence itself. The five attempts in our follow-up cadence guide are a ceiling, not a target, and a refusal on attempt two ends the sequence there. The Five-Attempt Follow-Up Cadence, Explained
A single fast call attempt is not a strategy on its own, because most leads don't answer the first ring. Here is the full mechanics of MAJ Leads' five-attempt cadence: the named schedule, why each interval sits where it does, the rails underneath it, and exactly what happens on every outcome.
